मुंबई: महाराष्ट्र में गत छः वर्षों के दौरान भारत सरकार का अल्पसंख्यकों के आर्थिक रूप से कमजोर छात्रों के लिए प्री-मैट्रिक स्कॉलरशिप का लाभ तकरीबन 8.45 लाख लाभार्थियों तक नहीं पहुंच सका. प्रदेश की जानी-मानी जन आन्दोलन मुव्मेंट फॉर पीस एंड जस्टिस फॉर वेलफेयर (एमपीजे) ने यह जानकारी आरटीआई के माध्यम से प्राप्त किया है.

एमपीजे द्वारा आरटीआई के माध्यम से मांगी गई जानकरी ने खुलासा किया कि केंद्र सरकार की पूर्व-मैट्रिक छात्रवृत्ति योजना के लिए अल्पसंख्यकों के लिए अनुमोदित 37.37 लाख आवेदन के विरुद्ध इसका लाभ  केवल 28.92 लाख लाभार्थियों तक ही पहुंच पाया.

सरकारी अधिकारियों के मुताबिक, राज्य शेष 8.45 लाख आवेदनों को स्कॉलरशिप का लाभ नहीं पहुंचा पाया. ऐसा कुछ आवेदकों का डेटा खो जाने और कुछ आवेदकों को ट्रैक नहीं किया जा सका. कुछ छात्रों ने अपने बैंक खातों के बारे में गलत जानकारी दी थी, जिसके चलते उन तक लाभ नहीं पहुँच पाया.

इस बीच, 2016 में एमपीजे द्वारा दायर जनहित याचिका के जवाब में राज्य ने अदालत को बताया कि स्कॉलरशिप की एक बड़ी राशि, जो तकनिकी कारणों से बंट नहीं पाए, भारत सरकार को वापस कर दी गई है.

अल्पसंख्यक और वयस्क शिक्षा निदेशालय के एक अधिकारी ने कहा कि "कुछ छात्रवृत्तियां वितरित नहीं की जा सकी, क्योंकि कुछ छात्रों के डेटा गायब हैं; कुछ ने अपने बैंक खातों के उचित विवरण नहीं दिए हैं और  स्कूल छोड़ चुके छात्रों का सत्यापन नहीं हो सका. 

दरअसल अल्पसंख्यकों के लिए स्कूल स्तर की छात्रवृत्ति  केंद्र सरकार के 15 सूत्री कार्यक्रम का एक हिस्सा है. इस स्कॉलरशिप को आर्थिक रूप से कमज़ोर अल्पसंख्यक समुदायों के माता-पिता को अपने बच्चों को स्कूल भेजने के लिए प्रोत्साहित करने के लिए शुरू किया गया था.

आरटीआई के जवाब में, सरकार ने कहा कि उनके पास उन छात्रों के बारे में कोई जानकारी नहीं है, जो शैक्षिक वर्ष 2012-13 और 2013-14 में छात्रवृत्ति प्राप्त नहीं कर सके.

इस अवधि में छात्रवृत्तियां राज्य के माध्यमिक शिक्षा निदेशक के माध्यम से वितरित किया जाता था. अल्पसंख्यक और वयस्क शिक्षा के निदेशक दिनकर पाटिल ने कहा, "हमें जो भी डेटा उपलब्ध कराया गया, हमने उसका इस्तेमाल किया.

फ़िलहाल यह मामला माननीय बॉम्बे हाईकोर्ट में विचाराधीन है.

मुंबई --- बंबई हाईकोर्ट के एक फैसले ने महाराष्ट्र में अल्पसंख्यक समुदायों के लगभग साढ़े तीन लाख छात्रों को प्री मैट्रिक छात्रवृत्ति मिलने का मार्ग प्रशस्त किया है! गौरतलब है कि वर्ष 2015-16 में अल्पसंख्यक समुदायों के लगभग 4 लाख छात्र राज्य सरकार की वेबसाइट में तकनीकी खराबी के कारण पूर्व मैट्रिक छात्रवृत्ति से वंचित कर दिये गए  थे! अल्पसंख्यक समुदाय की शैक्षिक और आर्थिक पिछड़ेपन को दूर करने के उद्देश्य से केंद्र सरकार द्वारा शुरू की गयी 15 सूत्री कार्यक्रम में विभिन्न शैक्षिक स्कालरशिप को शामिल किया गया था, जिसका उद्देश्य इस वर्ग के आर्थिक रूप से कमज़ोर छात्रों को अपनी शिक्षा जारी रखने के लिए प्रोत्साहित करनेके साथ  साथ स्कूल छोड़ने की दर को कम करना है। लेकिन वर्ष 2015- 16 में लाभ के हकदार अल्पसंख्यक समुदाय के लगभग चार लाख छात्रों को वित्तीय सहायता प्राप्त नहीं हो सकी थी! जिसका ख़ुलासा एक आरटीई के तहत प्राप्त उत्तर से हुआ था!

दरअसल "मूवमेंट फॉर पीस एंड जस्टिस फॉर वेलफेयर (एमपी जे)" ने राज्य में अल्पसंख्यक छात्रवृत्ति योजना के कार्यान्वयन की सच्चाई जानने के लिए एक आर टी आई दाख़िल किया था! जिसके जवाब में सम्बंधित शिक्षा विभाग ने इस बात को स्वीकार किया कि 53 प्रतिशत से अधिक छात्रों द्वारा पूर्व मैट्रिक छात्रवृत्ति के नवीकरण के लिए आवेदन प्राप्त नहीं हो सका! एम पी जे द्वारा एकत्र की गयी जानकारी ने इस बात का खुलासा किया था कि राज्य में नवीकरण के लिए 7,17,896 आवेदन प्राप्त होनी चाहिए थीं, लेकिन केवल 3,30,776 आवेदन ही प्राप्त हो सका! एमपी जे को बड़ी संख्या में छात्रवृत्ति से वंचित कर दियेगए लाखों छात्रों को न्याय दिलाने के लिए जन हित याचिका के द्वारा बंबई हाईकोर्ट का दरवाजा खटखटाना पड़ा! इस पीआईएल पर बंबई हाईकोर्ट की औरंगाबाद खंडपीठ ने छात्रों को राहत दी और गरीबी से जूझ रही अल्पसंख्यक वर्गों के छात्रों को वित्तीय सहायता देने का मार्ग प्रशस्त किया!

THE BOMBAY High Court in response to the PIL filed by MPJ activist Razaullah Khan has issued notices to the union and state ministries for Minority Affairs to explain why at least 4 lakh students from religious minorities entitled for pre-matric scholarships were left out in 2015-16.

The Aurangabad bench of the High Court was hearing a Public Interest Litigation filed by Latur corporator Rahul Maknikar and activist Razaullah Khan. Justice RM Borde and Justice Sangitrao Patil gave the respondents, including the state Minority Development department and Education and Sports department, four weeks to respond.

Mumbai--- In the state of Maharashtra, about four lakh students belonging to the minority communities were denied Pre-Matric Scholarship in the last academic year due to the technical hiccups. This was admitted in an RTI reply to the Maharashtra’s Movement for Peace & justice, a well-known public movement of the state. Mr Razaullah Khan, a teacher by profession and a social activist associated with the Movement for Peace & Justice, filed an RTI application for knowing the ground reality of implementation of this much publicized minority welfare scheme, which aims to provide financial help in continuing the education and a measure to check the dropout rate among the weaker sections of the society. The Movement for Peace and Justice, Maharashtra (MPJ), organised a press conference here to apprise the media regarding non-disbursement of Minority scholarship by the government of Maharashtra. This minority scholarship was launched for the students belonging to minority communities under the 15-point programme by the Prime Minister.

Addressing the media, Muhammad Siraj President of the MPJ said that, “the Directorate of Education, the coordinating body for minority scholarship, had received crores of rupees, to be disbursed among minority students in the state, but many of the selected students are yet to receive the benefits of the scholarships in the Maharashtra.”

Scholarships for thousands of the minority students in the state have not yet been disbursed, while a total amount of Rs. 173, 95, 94,219/- of the scholarship fund for the period from year 2009-10 to 2014-15 is lying unutilized  in the bank account of the concerned department, he added.
